Winters is a small Texas town of 2,400 people located 20 miles south of Abilene on US Highway 83. The town sits at the junction with State Highway 153, making it a natural stopping point between larger cities. Most visitors use US 83 to reach Abilene and Interstate 20 connections, while Highway 153 provides east-west access to Coleman and smaller rural communities. The Z.I. Hale Museum operates from a 1909 former bank building with its original working vault still intact.
