Waverly is a small city of 4,300 people in southern New York's Tioga County, right on the Pennsylvania border where the Chemung River cuts through rolling hills. Route 17 (Southern Tier Expressway) provides the main east-west access, while Route 220 connects north-south to Pennsylvania and interior New York. The historic stone pavilion at Waverly Glen Park, built in 1925, remains the centerpiece for community events.
