Penn is a tiny borough of about 680 people in Westmoreland County, 40 miles southeast of Pittsburgh. You'll reach it via winding country roads like Route 981 from the north or County Route 4019 from the south, both connecting to major highways like US 22 and US 119. Arnold Palmer Regional Airport sits just northeast of town. Despite its small size, Penn maintains its own municipal government as one of Westmoreland County's smallest incorporated boroughs.
