Manchester is a small county seat in northeast Iowa where Highways 20 and 13 intersect. The town of 5,200 sits along the Maquoketa River about 30 miles west of Dubuque and 45 miles east of Waterloo. Highway 20 handles most through traffic, while Highway 13 connects to Independence and points north. The 1894 county courthouse with its red sandstone clock tower anchors the historic downtown square.
