Empire is a tiny Jefferson County community of 242 people in eastern Ohio, about 40 miles west of Pittsburgh. Drivers reach it via State Route 7, which runs along the Ohio River corridor connecting to Steubenville and East Liverpool. Most residents make short trips to nearby Wintersville for services or commute east toward the Pittsburgh area for work. The town sits in the rolling hills just inland from the historic Ohio River.
